1. The Meeting was called to order at 7:06p.m. A quorum was noted. Officers and guests were introduced.
2. The minutes of the December 13, 1999 meeting were distributed and approved.

The next meeting will be held at SWYC on February 7, 2000.
Handicapping
Old Business
Class 1 Review Summary. Statistical
analysis report by Bruce Harris was distributed. This was developed as a result of the Class 1 committee meeting
January 6, with 22 boat owners present.
Proposed Second Reading: Revert to ratings in effect prior to
November 1999 changes: MSP
Proposed First Reading: Accept Al Poindexter's recommended changes
as First Reading. (All Class 1 boats
not changed leave at current rating for First Reading.) MSP
New Business
Beneteau 405 Novia del Mar (s/n
97654): Std mast is 50'2", not
52'2". Owner Mike Busch requested
discussion of change in base rating compared to tall rig rating. Base rating adjusted +6/+6 due to not being
tall rig. MSP. Change Area Rating
-9/-9 as First Reading. MSP
Climax (s/n 69152) Owner
Alec Oberschmidt says actual keel weight is 7200#, not 10600#. Boat used to
have 3000# internal. Previous owner
removed 800 # to compete with SC50. If
modification made, -6 adjustment will be made as First Reading change. MSP
Hobie 33 Magic Light (s/n 67335) Cut away transom. No rating change MSP New certificate to be issued by Ken.
Matador - waiting for data on
spinnaker.
Liberty, Cal 36, owner Dave
Neil. Assigned rating = 150 MSP
Menace XX (Soverel 33) Request to
allow to race in Class 1. Owner D.
Conner awaiting delivery of J-120 and wants all finishes to be in Class 1. MSP

1. Discussion of Annual Meeting changes: Notice for by-law changes not sent in time for meeting. Use mail-in ballot for by-law changes.
2. So Cal issues: John Thawley requested SD assistance in Big Boat rating review.
3. Sam Butler will be Parliamentarian for Annual Meeting.
4. Awards: Multiple awards discussed, with skipper certificates to be presented at Annual Meeting.
5. John Gladstone offered to be publicity/Promotions officer to PHRF-SD.

Board members asked to consider candidates for appointment to
Handicapper-at-Large.
