1. The Meeting was called to order at 7:05p.m. A quorum was noted. Officers and guests were introduced.

2. The minutes of the December 14, 1998 meeting were distributed and approved with a minor modification.

Handicapping

  1. Handicapper Scott Graham has resigned the position.
  2. Jacunda, 48"yawl: Dan has data which will be available at the next meeting.
  3. Tripp 40s: Rating review requested by Ed Rutledge,. Letters were not sent to owners, but Ken Gust had sufficient data from 1997-98 race results to proceed with first reading. KT's Choice has a good sail inventory and been consistently well-sailed by the same crew. Voodoo has added 600# to keel. Current ratings are 39-48 around country. Dave Babcock questioned whether good race results were a function of "learning curve" and/or better winds. Dan N. stated and Wayne C. agreed that at 51/51, this is the most generous rating in the US. Mike McG noted that Voodoo is not dominating in any race series and that KT's Choice is under new ownership. Motion to adjust -3/-3 MSP. Second reading at February meeting. Skippers will be notified and another vote will be taken.

New Business

  1. N/M 1D35 (Tabasco, John Wiley): New boat. Manufacturer suggests 33/44. After discussion a recommended base rating of 39/33 was MSP.
  2. J-30s (Suffering Succotash, Shenanigan): As boat does not fit well in either class, it was suggested a move from Performance 2 to Displacement 5. MSP.
  3. NY36 (Blue Moon, Agitato, Low Orbiter): Similar suggestion to move these boats from Displacement 4 to Performance 3 tabled to next meeting.

Fleet Business

  1. 72 rated yachts (Schock 35, J-120): Cliff Thompson (Super Gnat) asked that PHRF not accept new proposed rating adjustment (at 72 in Class A, at 66 in Class B).After discussion Dan N. said there would be no change at this time, as matter had already been submitted to entire PHRF membership for a vote.
  2. SDAYC recommends that race series be held as one-day regattas to reduce the number of poorly attended. Only SWYC has followed this recommendation.

Officers' Reports

  1. Captain:At next regional meeting (January 13) Carl Eichenlaub (Cadenza) will request review of his boat from 30 to 36, and to review other Class 1 boats (i.e., High Five, Bravura).
    Regional wants to the Championship regatta to stay in central area. Will rotate championships among LA/LB clubs. It will be necessary to establish all class breaks and other race criteria early, as these data currently limit SD participation.
  2. Secretary:PHRF web site has been updated, including many new pictures, and the availability of e-mail addresses of board members.
  3. Roster Secretary:No Report.
  4. Treasurer:Chris Guild provided the final 1998 budget status report. The proposed 1999 budget was also distributed. It is expected that 1999 revenues will exceed 1999 expenses.
  5. Handicapper:Not present-no report.
  6. Measurer/Scorer:Dave Babcock stated that he and Ken Gust would keep all boat data up-to-date.
  7. Data Systems:Current roster should soon be available

Old Business

Etchells rated at 105/105 in late 1997. 1999 certificates are being issued at 126. Wayne C. will advise if he can provide data from old minutes.

New Business

  1. Chief Handicapper: Scott Graham has resigned from the board. Dan N. suggested Al Poindexter as replacement handicapper. This will be presented to the PHRF membership at the annual meeting on January 19.
  2. Rating reviews may be requested by the board or may be individually generated. From reviews requested from outside the PHRF board, we should consider asking the requester to accumulate the requisite data, or to pay a service charge for data acquisition and review. Discussion postponed to next meeting.
  3. Comments: There are too many board officers. Consider combining several board positions.

ADDENDUM TO MINUTES

REPORT OF ANNUAL GENERAL DINNER MEETING, JANUARY 18, 1999

  1. Meeting called to order after dinner at 8:00pm.
  2. Voting and ballots discusses. Slate of 1999 officers presented. Dan Nowlan proposed Al Poindexter replace Scott Graham as Chief Handicapper.
  1. Area G: Discussion of removal of Owner/Driver rule.
  2. Discussion of fleet class breaks as presented on ballot. RLC Spinnaker class removed. Potential problems for class 2 boats, both with sport boats and with 72 raters.
  3. Regional: Introduction of a third RLC number -pole boats.
    Championship regatta location traditionally awarded to prior year' winning team. Currently changed to stay in LA/LB area. Ken Gust pointed out requirements of the deed of gift. Area G would like the opportunity to host this regatta if we were to win it.
  4. Call for comments from the floor.
  5. Call for all ballots to be submitted.
  6. Trophy presentation by Wayne Coulon and Dan Nowlan, with thanks to Frank Whitten from Pacific Embroidery.
  7. All ballot measures were passed by a large margin.
  8. New Fleet Captain spoke about 1999 plans.
  9. Meeting adjourned at 8:55.
