1. The Meeting was called to order at 7:00 p.m. A quorum was noted. Officers and guests were introduced.
2. The minutes of
the September13 meeting were distributed and approved.
Handicapping

1. Class 1 Review - After discussion the following changes were recommended:

After further discussion, it
was agreed that the Second Reading letter to Performance Class 1 owners would
include a summary of the proposed changes.
2. Kirby
30 - Rating Review Request. Two board
members recommended no change to existing rating. Motion for No Review: MSP

28, Windrower (s/n 46592). After discussion, motion for First Reading
adjustment of +6/-3: MSP
Fleet Business
1. Little
Ensenada race - Late Entries.
Recommended for next year that a rating review committee be convened two
days before the race to establish ratings for late entries.
2. Class
Breaks Committee - Initial recommendations:
a) Separate pole boats, b) eliminate Displacement classes, c) continue
to look into reasons for reduced participation.
Officers' Reports
1. Captain: 2000 Racing Schedule distributed. Year 2000 issues:
Move February 14 meeting to February 7.
Multiclass Invitational Regatta-not on 2000 calendar. Scheduling compression forces a bye year. Will be rescheduled in May 2001.
Bishop Rock race not to be a 2000 high point race.
San Diego Ch'ship Regatta for 2000: Schedule 2 days, 5 races, with 3 valid for
regatta. MSP PHRF San Diego working with SDYC for sponsorship of party SD
Ch'ship regatta for. Several gifts have
been contributed for SD Ch'ship regatta skippers' meeting, including from
official sponsor, The Boat Shop.
2. Regional
Issues:
Database issues discussed with Paul DeCapua.
Need to generate a list of SD payers.
Membership: Send application form with
announcement of Annual Awards dinner
3. Secretary: Fleet standings are posted on the web site.
4. Roster Secretary:
5. Treasurer: Budget status report distributed.
6. Handicapper: Need to from a new Database Design Committee: Al P. to chair, with Mike McG., Ken G., and Kathleene B.
