1. The Meeting was called to order at 7:04 p.m. A quorum was noted. Officers and guests were introduced.
2. The minutes of the September 14 meeting were distributed and approved.
Handicapping
3. Old Business: Tayana 52 Tall Rig. Chessie 52041
Added asymmetric spinnaker - standard size. Main with no roach.
Action: -6 for adding asymmetric spinnaker rating 111/81 MSP.
4. New Business: Alsumar. No representative present . No action.
5. Fleet Business:
Class Break Committee: - No report. No meeting scheduled.
High point/Series scoring: Review conflict with current procedure. Dan appointed committee to resolve method:

6. Secretary - Meeting minutes will be posted on PHRF web site (www.phrf.org).7. Treasurer - Passed out copies of budget.
Reported that PHRF is currently solvent.
8. Handicapper - Purchased two books for reference.
9. Scorer - Reported on Crown Cup, Arden Series and Little Ensenada.
Windswept - Review next meeting, MSP.
Speedy Gonzalez - Crew changed boat to Melges 24, Iceman - Did they get certificate?
Dauntless' rating discussed. Boat not racing PHRF. No action necessary.
Old Business
10. Report from PHRF SoCal - Proposed rule changes reviewed and approved.
One design to be rated as PHRF, class must justify configuration.
Local control of renewal notices - Approved by regional.
Area G to provide area address labels to regional.11. Review Owner-Driver rule at November meeting.
New Business
12. Hot Rum Series: Discussion to designate PHRF classes.
PHRF to provide trophies for PHRF class entries.
Should PHRF get a sponsor? Use SDYC grant?
13. The need to produce a guide to race committees of PHRF events was reiterated.
No action was taken on this issue.
14. The Championship Regatta will be run on two courses.
SWYC to run inner course. Most classes
SDYC to run outer course. P1 and RLC.
RLC entries will finish in the bay.
Ken Gust to setup RLC.
15. Dan's report from US Sailing General Meeting:
USSA losing revenue from lack of IOR/IMS participation.
USSA proposes to 'take over' PHRF and issue all ratings.
Has placed copyright on PHRF.
Dan will attend meeting.
16. Bishop Rock Race - 14 boats raced
Should this be made a high point?
Dan to ask Doug Smith to present it as a high point race.
Other New Business
17. Proposal to establish committee to build participation in 1999.
18. Class break committee to present ideas.
