1. The Meeting was called to order at 7:05p.m. A quorum was noted. Officers and guests were introduced.
2. The minutes of
the October 11 meeting were distributed and approved.
Old Business
Performance Class 1 Area Adjustments-Second Reading. A complete race results history of 23 boats was presented to the boards and to Class I skippers, along with other supporting documentation.
The following changes were recommended:
Snoopy - no change to existing rating, insufficient race data
Cantata -(97703) amend recommended change -6/-6/-6
Climax (69152) Change +3/0/0
High 5 (5555) Change -6/-6/-6
Cadenza (47777) Change 0/-6/0

Discussion included handout from Dick Roberts (Snoopy) and input against the adjustments from Robert Plant. He stated that it was better to give time to the fleet than to adjust the winning boats. Further, concern was expressed regarding Wahini and Xtreme. Motion to accept changes as noted: MSP

Fleet Business
Class Breaks Committee: Survey results (attached. total respondents 38).
· Overall, class breaks were not a primary problem for racers.
· Proposed that boats within 6 sec. of class break can petition for inclusion in next class.
· One day regattas were strongly favored for 2000 (Saturday, not Sunday).
· Year 2000: Go back to two-day format for Ch'ship Regatta. (2 days, 5 races, 3 completed races to constitute the regatta).
· Keep Class breaks as they currently exist, with adjustment to the limits:
Class 1 ® 60
Class 2 63 ® 111
Class 4 114 ® 156
Class 5 159 ®
Class 3, ® 156 Performance cruisers with rating up to 156 and performance factor £ 2. Skippers may elect to sail in this class in lieu of one of the other classes.
Non-spinnaker class inclusion for High Point.
Officers' Reports - Deferred
Old Business
1. SoCal "database" is not a truly relational database.
2. PHRF-SD-local database has been normalized to be relational, plus definitions and descriptions are standard, stable and consistent throughout. Next, screens will be added to add/change information.
3. US Sailing Association: PHRF-SD fleet information will be published in 2000.
4. PHRF-SD-renewal applications are ready to print and distributed. Membership in PHRF-SD will be independent from membership in SoCal. SoCal membership will not be required in PHRF-SD, and PHRF-SD will remain a part of the SoCal organization.
New
Business
1. Protest from Championship Regatta was disallowed in redress hearing. Two entries were found to be invalid due to inconsistencies in receipt of entry fees. Motion to accept results as posted: MSP.
2. List of High Point races for 2000. Will exclude Bishop Rock race next year. Several other races to be considered. Further discussion deferred until after December meeting.
3.
Annual request from Ludlow Butler requesting waiver of MIR
exclusion. This request has been
received and approved annually. MSP
NB: Letter to Butler and PHRF SoCal
sent 12/11/99.
4. Budget status sheet distributed. Discussion followed on how this would affect 2000 budget. Need for newsletter reviewed. If independent fleet is established, handbook and supporting advertising will be required. Possible to save postage expense by posting newsletter on web site and by leaving copies at area yacht clubs.
5. Officer nominations for 2000: The 1999 roster of current Board of Directors will be presented to the membership to continue on the board in 2000
6. PHRF-SD annual dinner meeting will be held January 18, 2000. It will be held at CCYC at a cost of $16.50 per person.
