1. The Meeting was called to order at 7:05 p.m. A quorum was noted. Officers and guests were introduced.

2. The minutes of the October 10 meeting were distributed and approved.

 

Handicapping

New Business

  1. Ericson 35-2: Set Free, #27514. Current rating is 141.
    With 170% genoa, PHRF SoCal adjusted from 150 to 141. (Note: Check with Long Beach. Confirm -9 sec/mi adj). Current: Added 2 ft. to keel. Recommend additional -6 sec/mi for keel modification. New rating will be determined pending response from LB.
  2. J-80: J-im, #46083. Current rating is 126/114. Review requested.
    Owners will be notified. Schedule first reading next meeting
  3. J-27: Blackadder, #46485. Current rating is 129/129. Review requested.
    Owners will be notified. Schedule first reading next meeting.
    National rating spread for J-29 is from 120 to129. IMS data suggests rating s/b ~120.
  4. J32-C: Nauti Dreams. Recommended rating 117/111. MSP
  5. Swan 57: Windswept, #46267. Current rating is 63/63.
    Nationally, ratings vary from 45 to 22. Additional actual race data is to be forwarded to S. Graham. Postpone action to next meeting.
  6. Peterson 49: Starfire, #97230.
    Race results and comparative presented. Recommended rating: 48/42. MSP
  7. Schumaker 28: Windrower, #46592.
    Race results and comparative presented. Recommended rating: 99/87. MSP
  8. Tripp 40's. Current rating is 51/51. Review requested.
    Owners will be notified. Possibly schedule first reading next meeting
  9. Jacunda, 48' yawl. Notify owners. Insufficient data. Postpone review to next meeting.

Fleet Business

Recommendations from Class Break Committee:

  1. Continue to use the same class breaks, i.e., Performance 1, 2, 3 and Displacement 4 and 5.
  2. In Displacement 5, adjust lower end rating from 153 to 141.
  3. In Performance 2, adjust class break to 75.
  4. Allow Displacement 4 boats to move into Performance 2.
  5. Establish a Sport Boat fleet. Start Sport Boats with Performance 2, score separately.
  6. Eliminate spinnaker class from RLC venue. No RLC on Coronado Roads races except Championship Regatta.
  7. To improve turnout, especially in Displacement 5, identify various Fleet Captains who will contact fleet members prior to each regatta, to encourage participation.

These changes were provisionally approved, pending written definitions by Dan Nowlan.

High Point Scoring Committee

  1. Re crew change from Speedy Gonzales to Iceman: no certificate was acquired; Iceman race did not count.
  2. Qualification for mini-series to be based on participation in 2/3 of races actually run.
  3. Dan to ask Doug Smith to present Bishop Rock Race as a high point race at next meeting.

Area G Championship Regatta

Discussion of various problems experienced during the Area G Championship Regatta.

Officers' Reports

  1. Captain:Nothing additional
  2. Secretary:Website is getting about 3,000 hits per month. Barbara Horner will provide photos from PHRF races to be posted on website. We will establish a link to her website if anyone wishes to purchase a displayed photo.
  3. Roster Secretary:No report.
  4. Treasurer:Copy of the budget was distributed. All is well.
  5. Handicapper:Nothing additional.
  6. Measurer/Scorer:Nothing additional.
  7. Data Systems:Potential problems with PHRF renewals. PHRF SoCal and PHRF Area G had two return envelopes. No way to determine if Regional membership renewed with Area G membership renewal.
  8. Past Captain:No report

Old Business

  1. Hot Rum Series: PHRF will use SDYC grant for trophies.
  2. Class breaks- High point key items package for local R/C's: will happen
  3. USSA takeover of PHRF: will not happen.

New Business

  1. Dan Nowlan presented the slate of candidates 1999 board positions. These are:

  2. PHRF San Diego has not had a dues increase for many years. Further, Area G is the only area in SoCal that unifies the area by running high point series. Consider a $5-$10 increase for the year 2000.
