1. The Meeting was called to order at 7:12 p.m. A quorum was noted. Officers and guests were introduced.
2. The minutes of the November 8 meeting were
distributed and approved with corrections to Class 1 recommended rating
changes.
Handicapping
Fleet Business:
2000 PHRF-SD Fleet Constitution
and Bylaws: A working draft was
distributed and discussed. New changes
were discusses. A spirited discussion
followed regarding membership records being kept by SoCal. After discussions were completed, the
following changes were made to the working draft.

Article III: Do not strike the last sentence; otherwise changes to Article

Article VI: Member dues to remain at $30 (budget consideration to add a $10

Old Business
Class Breaks:
1. Add restriction to Class 4 to limit it to boats < 37'. MSP
2. Boats with rating within 3 sec. of class break may petition to move. MSP
Class 1 Boats: Reviewed actions of last meeting. Interim decisions resulting from appeal to SoCal were ruled invalid. Existing protocols were not followed (no notice of review was published). Class 1 boats to be kept at current ratings: MSP
High Point Series:
1. Offshore - Replace Bishop Rock race with Butler, Oceanside, Around the Coronados.
2. Non-Spinnaker - Gerry Browne, Multiclass Invitational (bye year in 2000), Midwinters, (SCYA) South Bay Combined, PHRF Championship.
Officers' Reports
1. Treasurer: Monthly budget report distributed, along with a proposed 2000 budget.
2. Handicapper: Letter to Hobie 33 owners - Al P. to compose
Aerodyne 38 review pending; incomplete data.
