1. The Meeting was called to order at 7:05 p.m. A quorum was noted. Officers and guests were introduced.

2. The minutes of the November 9 meeting were distributed and approved.

Handicapping

Old Business

  1. J-80: Jim, #46083. First reading. Rated 126/114. Race results discussed over various series. Per J-80 website, manufacturer recommends a 117/111 rating. Jim is sailed well with a good crew, should not be penalized for earned performance. No action MSP.
  2. J-27: Blackadder, #46485. No race data available. Tabled.
  3. Swan 57: Windswept, #46267. Nationally rated from 22-45. Scott Graham suggested 42/48-52, based on IMS predicted performance data. After discussion, Ken Gust suggested -9 sec. new provisional rating of 63/54. MSP
  4. S&S 70: Alsumar, Tabled.
  5. 48' yawl: Jacunda, Tabled.

New Business

  1. Tripp 40's. Current rating is 51/51. Review requested.
    Owners will be notified. Possibly schedule first reading next meeting.
  2. J-32: Nauti Dreams, Appealed November provisional rating of 117/111. Recommended readjustment +9 to 126/120. MSP
  3. Peterson 49: Starfire, #97230. Appealed November RLC rating of 42. Recommended change to 48/48. MSP

Officers' Reports

  1. Captain:Dan went to Regional meeting Wednesday, December 9.
    Proposal for two random leg ratings. Will look into point-to-point ratings for spinnaker pole and spinnaker non-pole boats.
    Proposal to have Regional meetings via conference calls for San Diego and Santa Barbara/Oxnard outlying areas.
  2. Secretary:No report.
  3. Roster Secretary:No report.
  4. Treasurer:New balance is $6,500. Copy of the budget was distributed
    Analysis of 1999 budget without seminar expenses. Should not require a dues increase this year. Proposed dues increase of $10 to $30 annually in 2000. MSP
    Discussion of handbook with SDAYC calendar. In competition with The Log for publication rights. Incoming and outgoing captains to discuss with SDAYC-budget of $1,000 for 24 page handbook (@~$1.70 ea.) and $400 for newsletter.
  5. Handicapper:No new reviews have been requested..
  6. Measurer/Scorer:Rule for tie-breakers-check with Ken Gust.
  7. Data Systems:No report.
  8. Past Captain:Jack Pinhero announced that the Etchells group has established the Tom Seitz Memorial Trophy for outstanding Etchells skipper/crew.

Old Business

  1. Dan Harlan presented CRA Trophy for Outstanding Yachtsman to Dan Nowlan.
  2. Written recommendations from the Hi Point Class Breaks Committee were approved with minor changes.
    Recommended to strike owner/driver requirement for championship regatta.
    MSP to present these recommendations to the membership for a vote at the annual dinner-meeting, which will be held Tuesday, January 19, 1999 at CCYC.

New Business

  1. Letter from Ludlow S. Butler (Bligh's Spirit) requesting continued exemption from MIR rule. MSP to approve and forward request to Long Beach.
  2. Possibility of including Bishop Rock race in Ocean Distance High Point Series. Commercial sponsors have been approached. SDAYC has budgeted for this race. Board discussion to include BRR in Championship Series.
    MSP to present these recommendations to the membership for a vote at the annual dinner-meeting.
  3. Questioned whether or not to keep PHRF classes in Hot Rum Series. PHRF members constituted 70% of entries and 80% of the finishers. Class breaks were not clear. Significant scoring difficulties were experienced, but all agreed to try again in 1999.
