MINUTES OF THE SAN DIEGO PHRF HANDICAPPING BOARD MEETING

Monday February 10, 1997

1. The meeting was called to order at 7:05 pm. A quorum was noted. Officers and Guest were introduced.

2. January 13 Minutes were received and it was MSP to accept them as written.

HANDICAPPING

3. Steve Napier owner of Light Ray a Schock 34GP requested an adjustment from 117 to 123. The Advisory Committee will consider the following:

a) Are the hull and deck the same as PC

b) Are the hull and rudder the same as PC

c) How much interior has been added to the GP to make it like the PC

d) How do the ballasts, displacement and rig dimensions compare

e) Are there any valid IMS numbers to substantiate and adjusment

f) What input does the regional Board have on this matter

4. Olsen 29 Review, first reading for Area Adjustment to +3/+3 from +6/+6. Area G reveiwed the Olsen 30 at the 1/97 meeting where it the +3/+3 will stay in effect. Ther were no Olsen 29’s active or inactive in San Diego. No substantive race results data for Olsen 29’s in the last 3 years to warrent additional +3 over Olsen 30 in Area G. MSP reading for area adjustment to +3/+3 from +6/+6.

5. Review protocol for area ratings review. PHRF San Diego will continue to use the “Automatic Review” system started in 1996. Handicap actions without paperwork will be posponeduntil next meeting to ensure adequate preparation for reveiw.

9. Fleet Treasurer- $200.00 more this year than last. All bills paid.

OLD BUSINESS- NONE

NEW BUSINESS

12. Gerry Browne Regatta- Will try to extend the after race party. Ben Benefield will check with Silvergate and SWYC.

13. Review of PHRF-Southern California relationship to PHRF-SD

14. Explored PHRF-SD Seminar Series potentials. Dennis Conner to host events. Committee established to move forward. Committee is Buzz Remde, Ken Gust, Larry Schmidt.

15. The New Rules of US /Sailing were discussed and it was decided to set up a committee to make suggestions on the new rules. MSP

16. Scott Grahm owner of Vortex a C&C 41 wants to race in Class B. Ken Gust will look into this and report back to the board.
