MINUTES OF THE SAN DIEGO PHRF HANDICAPPING BOARD MEETING

Monday March 10, 1997

1. The meeting was called to order at 7:05 pm. A quorum was noted. Officers and Guest were introduced.

2. February 10 Minutes were received and it was MSP to accept them as written.

HANDICAPPING

3. Lightray Ken Gust presented workup and it was decided that we did not have enough race results and or configuration data to make a determination. Steve Napier will continue to gather more results/information and bring them to the board for consideration.

4. Olsen 29 It was decided to adopt the second reading of +3/+3 Area Adjustment. MSP

5. Swan 48 Request by Regional to look at rating. It was decided to table review until regional big boat advisor can supply information. MSP

6. Olsen 25 PHRF # 87848, reported change in backstay. No adjustment necessary.

7. Novia del Mar Motion to review and first reading. MSP

8. Etchells 24 Motion to review and first reading. MSP

9. CF27 Motion to review and first reading. MSP

OFFICERS REPORTS

10. Fleet Captain- Dominic Gardner and Jack Orr request exemption from MIR. It was decided that neither are MIR according to the new rules. Letter to be sent to them to notify.

Received letter from Theatrix concerned that boats are displaying the wrong lights at night.

11. Fleet Secretary- No Report

12. Roster Sec- No Report

13. Fleet Treasurer- $4,477 balance in account as of Jan 24.00 more this 14. Fleet Measurer/Scorer- no report

15. Regional Handicapper- No report

16. Handicapper- New roster passed out

OLD BUSINESS-

17. Discussed MIR Rule and how it relates to local fleets. Recommended that local Race Committees write into their Sailing Instructions that the MIR Rule (E-12) not be used. MSP

18. New Racing Rules Committee Report. US Sailing says the rule books are in the mail. Decision to postpone use of the new rules until the new season. MSP

19. Racing Seminar Committee Report- It was suggested that we start with one seminar to include: rules, general status of affairs in yacht racing and boat set up. First date yet to be determined.

20. Jack Pinhero and Dan Nolan went to regional to see Quick Score that regional wants all clubs using.

21. Motions to form a committee to study the feasibility on becoming our own region. MSP Committee Members are:

NEW BUSINESS

22. Discussed twin headsail use by non-spinnaker boats. It was decided to suggest to local fleets that the limit the non-spinnaker boats to one main and one headsail. MSP

23. Dennis Conner offered two boats for use. CF-27 and Mumm-30

24. Vortex requested to be moved to B Fleet from A Fleet.
