1. The meeting was called to order at 7:13 pm. A quorum was noted. Officers and Guest were introduced.
2. March 10 Minutes were received and it was MSP to accept them as written with the additional of Mike Mickely and Ron Trotter
HANDICAPPING
3. Review High Point Events: Gerry Browne PHRF Regatta , results turned into SoCal along with MidWinter Results.
4. Old Business:
1. First Reading Reviews: (Race results were presented for actions 1a, 1b, & 1c.)
A. Ben 405 (Current yachts affected: Novia Del Mar 97654)
Action: MSP to table review until SWYC 1996 & 1997 PHRF HiPoint events can be entered into Race Results Database.
B. CF-27 (Current yachts affected: Midnight Express 57991) Action: (1) MSP to submit Rating Review Request for CF27 Base rating of 150/150. (2) MSP to request Regional board to review modifications/configuration of SHEEZALIEDEE 67153 for Rig Change, Transom mod, and emptied interior.
C. Etchell22 (Current yachts affected: No current boats from 97 Fleet Roster.) Action: MSP for First reading for area rating of 105/105 (-12/-12)

1. New Boats:
A. 51' Angleman Ketch (Drifter s/n 77118 @ CVYC) Ancient Mariner type... new boat & new initial rating.)
Action: MSP Initial rating to be set at Buoy 192p, RLC 162p. (This Rating was determined in consultation with Steve Ward.)
B. Sabre 405 (Grendel s/n 46484 @ CRA) New boat type & new initial rating. Action: MSP Initial rating to be set at Buoy 75p and RLC 69p.
C. Choy Lee 36 (Sitka s/n 46523 @ PLYC) New boat type & new initial rating. Action: MSP Initial rating to be set at Buoy 192p and RLC 192p. (Paperwork coming up with Dan Nowlan)
D. 73' Sloop (Velos s/n 22208 @ SDYC) New boat type & new initial rating. Action: Deferred to Dan Nowlan and the Big Boat Advisor for initial BUOY/RLC Rating.
E. Hunter 33.6 (Laura Lee s/n 46515 @ SGYC) New boat type & new initial rating Action: MSP Initial rating to be set at Buoy 144p and RLC 144p
2. Rating Changes:
A. Reliance s/n 87178, N/M41Tm) Removal of OS HeadSail and OSSP gear. Action: MSP for +6 for removal of OSHS. +3 for removal of OSSP and Chute. Pole now cut to J. Rate Code ABAABDZ Rating 60p/60p)
B. Foreign Affair s/n 46517, Lan36. New member, reports a new mast, shorter than standard rig. Action: MSP to re- designate to Lan36SM for stubby mast, & Rating from 144/144 to 150p/150p (+6/+6 for undersize rig)
C Soveral 33's Robin & O'Baby O Re-establish rating at previous area number of 87/87 for std. pole boat. Action: Review SoCal Jan & Feb 96 minutes. No action taken for instituting an Area Adjustment at this time.
3. New Ratings:
A. Croc, s/n 40121, Olson 40.
Action: MSP to leave rating at 54/48
B. Coracle, Pearson 40, s/n67986.
Action: MSP to start rating at 108p/108p.
C. Revenge s/n 77519, N/M41m. Renewal of 4 year old certificate.
Action: MSP to leave rating at 60p/60p.
D. Taurus, s/n 31593, 45' Wooden Yawl
Action: MSP to start rating at 171p/141p. . (This Rating was determined in consultation with Steve Ward.)
4. New Certificates:
A. Olson 30, Wingnut s/n 59691, @ MBYC Anthony Bowers skipper. Joined SC and SD. No action required.
6. Other Business:
Request by St. Vitus Dance, s/n 97408, AND26 via SDYC for rating of 144 (same as Thunderbox) in Yachting Cup denied. Request is not consistent with PHRF Class Rules. Ratings on certificates to be used for all Yachts in Yachting cup. It was noted that Mr. Jackson mis-stated information in letter submitted to SDYC. Since when does an Area board Action override the Class Rules! Mr. Jackson is using his influence as a Handicapper to attempt to gain a rating advantage, which is contrary to the intent of the Class Rules, and improper protocol for an Area Handicapper!

Thunderbox, AND26 (IRPCV), 87927. Reviewed configuration data and noted differences. Data to be supplied to Regional Board for review of IRPCV status and adjustments.
OFFICERS REPORTS
7. Fleet Captain- No report
8. Fleet Secretary- No Report
9. Roster Sec- Some boats are still racing without current dues being paid. Compiling database with Ken Gust
10. Fleet Treasurer- no checks written
11. Fleet Measurer/Scorer- SWYC is running new rules. Will have first print outs of High Points Standings
12. Regional Handicapper- regional is concerned that we are delaying use of new rules. They would like the regional reps to bring racing data to the meetings
13. Handicapper- Motion to allow Vortex to race out of Class . To now race in B Fleet. MSP
OLD BUSINESS-
14. Feasibility Study Committee Report: After two meetings they suggest we proceed cautiously and are considering the following current conditions:
1. poor communications
2. incompatible databases
3. uniform enforcement of rules
4. 25% representation but only 11% vote
5. Big Boat ratings
6. hard to get business done
Further consideration to possible:
1. US Sailing sending paperwork
2. insurance costs
3. roster costs
4. rule book costs
5. roster book costs
6. appeal routes
