1. The Meeting was called to order at 7:07p.m. A quorum was noted. Officers and guests were introduced.

2. The minutes of the April 12 meeting were distributed and approved.

Handicapping

Old Business

  1. Class 1 review: not prepared for review at this time. Dan Nowlan proposed off-line review with Class 1 boat owners per guidelines distributed. First draft discussion at June meeting.
    First Reading: August 1999
    Second Reading: October, 1999
  2. J-41 End Run (Jim Box, owner): No information-cannot proceed.
  3. CC32 Zig Zag (s/n 77737): Was 174 with no Area adjustment. Previously (1995) had 156 base +12 Area G (168). Motion to reinitialize CC32 with Area handicap same as old rating (156 with +12 Area adjustment). MSP.
  4. ILC46 Extreme: Warren Gross reported changes to original application. Warren proposed rating from 0 to -15. Dan Nowlan recommended -15 to -18 RL. Noted that boat is a W/L boat. Motion to rate at -15/-15. MSP.

New Business

  1. ODR issue. One-design boats need to be grouped together or rated separately. No discussion. Re: ID35-measurements are all different. Committee formed to study ODR problems (Dan Harlan, Al Poindexter, Dave Babcock).
  2. At the request of Tom Carruthers, Measurer will reconfirm equipment of Dennis Conner's Soverel 33, Menace XX.

Fleet Business

The three-rating system was approved at PHRF SoCal with changes as noted:

  1. Captain:Three rating system approved with changes noted above.
  2. Secretary:No report.
  3. Roster Secretary:No report.
  4. Treasurer:Budget report distributed.
  5. Handicapper:No additional report.
  6. Measurer/Scorer:Noted that French Bred is to be reviewed. Notice not sent, and review is not on Agenda. Dave Babcock will not be available for PHRF meetings through the rest of 1999 due to work commitments.
  7. Data Systems:The PHRF Championship Regatta will be scheduled at the next SDAYC calendar meeting.
  8. Past Captain:No report.

Old Business

  1. Handicappers' "tool box:" No further information.
  2. Yachting Cup Class Breaks: Notice of Race not coordinated with PHRF for applicable class rules. It appeared boats were grouped by base ratings, then ratings were changed to Gollison ratings then changed again to Area ratings.

New Business

  1. Proposed SD three rating system wording discussed. Clarifications noted.
  2. Proposal to establish policy criteria for PHRF Championship Regatta. Recommended that Regatta Committee should be formed to develop policy.
  3. Proposal to ask PHRF SoCal for past Regatta budgets.
