1. The meeting was called to order at 7:05 pm. A quorum was noted. Officers and Guest were introduced.
2. April 10 Minutes were received and it was MSP to accept them as written.

1. First Reading Reviews:
A. Laser 28 (no current yachts in San Diego.) Recommend removal of +9/+9 area adjustment as a result of Laser 28
performance in several Yachting Cups. Action taken: MSP as written.
B. Ben 405 (Current yachts affected: Novia Del Mar s/n 97654) Reviewed substantive Race Results Data w/discussion.
Action taken: First Reading for -6/-6 Area adjustment MSP as written.

1. Class Rule Violations: 87308 Allegiance, Skipper: Rob Seymoor, Club: SSYC, Area C Mfgr. Type: And39. Raced in the 1997 Yachting Cup with un-reported modifications to Spar, Standing Rig, and Mainsail. Class Rules Section D, Rating Certificates, requirements to maintain a valid Certificate.; Section F,2,b, Equip-Applicable: ment, spars; Section G, Modifications, notification requirements; Section H.6., Sail Specifications, Mainsail; Section K.3.e.6., Spar and rig modifications and penalties size limitations;
Section J.2. Mainsails, Oversize girth (roach) penalty; Section N.1. Infractions and Rule Violations. Other Rule Violations: US Sailing Rules (93-96) 20.2 Measurement and Rating Certificates US Sailing Rules Appendix B3,1.2(a)(i), Sail Numbers un-readable
Action taken: MSP as written
Recommendations: Application of Class Rule N.1. (or N.3.d.), and review additional application of Class Rule G.3. for the serious Certificate, Class Rule(s) and US Sailing Rules violations observed. The skipper made no attempt to notify anyone in the San Diego area about the rig and Mainsail changes made, then raced 5 races in the Yachting Cup. This is a clear and serious breach of the PHRF Class Rules and the US Sailing Rules.
2. Rating Changes: It's Ok 87477 Andrews 43, ( Ref . Class Rule K preamble and K.3.e) Summary: The current certificate for It's OK shows a new rudder and keel, with an Area action of "no adjustment" to the rating for these modifications: This "no penalty" area action is not consistent with the class rules. The boat should have received at least the minimum initial adjustment for both the keel and rudder upgrade. As the skipper 's helmsman is also the PHRF Regional Board "Big Boat Advisor", this is potentially a serious conflict of interest as the resulting "lack of any adjustment" action for IT's OKs modifications were advocated by the Big Boat Advisor. Historical race results data demonstrate that this boat has performed very well over the years in PHRF. Further, failure to apply the "Typical Adjusments "for the modifications made by does not support the Class Rules protocol listed.
SECTION K CONDITIONAL PENALTY ADJUSTMENTS PHRF discourages modifications. Therefore, if a member elects to modify a yacht, it is presumed the modification(s) made were intended to make the yacht go faster. The CONDITIONAL PENALTY Adjustments listed below apply to all alterations that may affect a yachtís speed potential.
The TYPICAL ADJUSTMENTS listed are automatically computed onto both a yachtís Buoy Racing Course and Random Leg Course Rating.
Action taken: MSP as written.
a. It's Ok 87477 Andrews 43, -6 for keel modification, -3 for rudder modification, yacht to be provisional in SD, and in all S.D. area events the rating will be +12p/+15p, with a Rate code of AAAABGY, and re-designate Its OK an AND43M.
b. Request Regional board to sustain Area G's actions and apply adjustments as the Class Rules mandate for these modifications. Further, Area G requests that all non- typical adjustments that may be granted to IT's OK in the future for these modifications be reviewed and approved by both Area C and the Regional boards. A recommendation. It would be appropriate for the Regional Board to review and re-emphasize the proper handicapping protocol and policies applicable to modifications. "Substantive Race Results data" and "Observed performance" are the only criteria that should
permit deviation from the standard protocol after the boat has raced with the "modifications" .Also, IMS data and /or Designer lobbying should have absolutely no bearing on adjustments applied to "modifications" as defined by PHRF.
C. White Sail Numbers on Jibs and Mainsails: Request PHRF-So.Cal, and SCYA to declare "No White or light
colored Sail Numbers". PHRF and SCYA should make every attempt expedite this declaration so as to assist Host Clubs with running races. It is extremely difficult if not impossible to identify yachts with white sail numbers for both competitors and R/C personnel, and is in conflict with the US Sailing appendix on Sail Number and Yacht Identification.. ( Most of the B-32's racing in the Yachting Cup also had White Sail Numbers.)

12 Request that a letter be sent to Regional that the Cruising Class for the Ensenada Race start 3 hours ahead of the rest of the fleet.
