1. The Meeting was called to order at 7:12p.m. A quorum was noted. Officers and guests were introduced.

  1. The minutes of the May 10 meeting were distributed and approved with a minor change.

Handicapping

Old Business

  1. Antrim 27 Nemesis: modifications reported. Certificate is correct, and a new certificate need not be obtained.
  2. 1D35: resolution of ratings inconsistencies. Designer faxed specs, which mailed to PHRF SoCal. Corrected certificates will be sent.
  3. Tripp 26 EFZ (s/n50737): San Diego has the lowest rating nationally at 96/102. Owner suggested 112/117. After discussion, recommendation made to rate at 108/102 (+6 area adjustment) MSP.
  4. J-41 End Run (s/n 25001): Assigned rating of 72 based on previous rating in Florida and additional national data. Motion to approve as assigned. MSP.

New Business

  1. Cheetah 30 Spinout (John Rickard, owner): Current rating is 66/36/36. Nationally rated from 69 to 90. (compared to Antrim at 84-69). Recommended area adjustment +9 to 75/45/45 MSP.
  2. Ben42F French Bred (s/n97464): Discussion to schedule 1st reading. Moved to make no rating change. MSP.
  3. Tayana 52 Chessie (s/n 52041) Appeal of rating 111/81, established at 10/98 meeting. Furling main has no battens, no roach. Main has less sail area than rating reflects. Add back 3 sec to 114/84. MSP.

Fleet Business

Officers' Reports

  1. Captain:Class rules were distributed at the May 1999 meeting that included areas to be addressed with specific changes were discussed, voted and approved. Final wordage presented by Paul DeCapua at the June 1999 meeting was different than what was adopted by board action the previous month. This officer of PHRF SoCal and the board itself continues to disregard the "due process" required by the Class Rules and Bylaws. The So Cal board failed to take any corrective action, accepting the new rules as written. The requested changes to the master database still are not incorporated to date. However, a new certificate was presented for review. SoCal does not appear to have any QC procedures in place to review new and existing data. Separation from PHRF SoCal may yet need to occur. Our database must be in order for certificates and valid lists. Reiterated three purposes of PHRF:
    a. Establish rules to support and encourage racing.
    b. Establish handicaps to make racing as equitable as possible.
    c. Establish database of boat info, owner info, manufacturer info.
    Keep database in a format easily accessible to members and area yacht clubs.
    Motion to reactivate SD Independent Fleet Committee. MSP.
    Committee members are Al Poindexter, Ken Gust, Tom Smith, Mike Roach, Chris Guild.
  2. Secretary:No Report.
  3. Roster Secretary:Not present.
  4. Treasurer:Budget status report distributed.
  5. Handicapper:Nothing additional.
  6. Measurer/Scorer:Discussed results of High Point Series to date. Results will be posted on website ASAP.
  7. Data Systems:Report included handouts of, i) proposed simplified Class Rules definitions for Three Rating system, ii) a Class List through 6/99 of all yachts in San Diego that have current certificates, iii) the 6/9 Fleet Roster by Sail Number with the class assignments, and, iv) an updated Appendix 2 to the San Diego PHRF Class Rules.
  8. Past Captain:Dan Nowlan has resigned. We need to assign a new PHRF representative to USSA. Dan would like to have a SD sailor representing PHRF. Al Poindexter will discuss this possibility with John Rickard.
