MINUTES OF THE SAN DIEGO PHRF HANDICAPPING BOARD MEETING

1. The meeting was called to order at 7:05 pm. A quorum was noted. Officers and Guest were introduced.

2. May 12 Minutes were received and it was MSP to accept them as written.

2. Second Reading Reviews:

A. Ben 405 (Current yachts affected: Novia Del Mar s/n 97654) -6 Buoy / -6 RLC, New AREA- G Rating 108 Buoy / 102 RLC.

Laser 28 (Current yachts affected: None ) Removal of area +9/+9 adjustment: New AREA-G

Rating is 132 Buoy / 132 RLC.

B. New Business: Reviews no action taken

Ben35s7 (Current yacht affected: Kismet s/n 46307) Area G Rating: 117p /117p Request for new provisional rating by skipper for 126p / 126p was denied due to insufficient race results from typical events used for analysis.

2. Rating Changes:

VELARO s/n 57425 Pet30C. Assigned rating of 171/171. Base rating is 174. -3 sec adjustment given for double Spreader flexible rig upgrade (E.4.b). Rate Code: ADAABAN

OFFICERS REPORTS

4. Fleet Captain-

A. Scott Tempesta sent a complaint to PHRF about MIR Rules. MSP that no reveiw of letter because Scott Tempesta is not a member of PHRF.

B. JJ Eisler requested MIR waiver. Decided to not reccomend waiver for JJ Eisler MSP.

C. Thunderbox stands at 144

D. Sport Boats Issue.

1. Issue severe HDCP’s to limit wins and encourage them to develop their own fleets.

2. Not allow trapeze, planks or racks.

5. Fleet Secretary- No Report

6. Roster Sec- Passed out current roster.

7. Fleet Treasurer- No report

8. Fleet Measurer/Scorer- Tobasco to be placed on agenda for July

CF 27’s for first review in July

Review Midwinter’s results in July

9. Regional Handicapper- Its Okay shuld have been hit for penalties

Motion that we reccommend that regional review Its Okay MSP.

10. Handicapper- List of boats that are provisional to go to basic

OLD BUSINESS-

11. Feasibility Study Committee Report: no report

NEW BUSINESS:

12 Joe Brinker presented position that non-spinnaker fleets are not being represented by several clubs that are holding PHRF events. The latest not to have a non-spin class in a PHRF High Point event was SDYC for the Frazee Series. His postion was that is we do not develop the non-spin class, the membership in PHRF will continue to go down. Buzz Remde and Joe Brinker will talk to RC’s of the different clubs to encourage them to have a non-spin fleet for their PHRF events.
