1. The Meeting was called to order at 7:12p.m. A quorum was noted. Officers and guests were introduced.

  1. The minutes of the June 14, 1999 meeting were distributed and approved.
  2. Members and guests were told that the August, September and October PHRF Board meetings would be held in the Challengers' Room at SWYC.

Discussion Items

  1. San Diego Independent Fleet Committee: The Board met in executive session to discuss the status of Committee's progress to date. No action was taken at this time.
  2. SoCal Championship Regatta: Several concerns have been raised about San Diego hosting the 2000 Championship Regatta. After much discussion it was moved that PHRF-SD decline to host this regatta. MSP.

  3. Database status.
    Membership Files: These appear to be current. San Diego can generate lists, certificates, renewals, mailing labels.
    Manufacturer Files: These appear to be missing 30-40 boats. Reconciliation is poor. Turnover is not accounted for. Database is not properly organized into relational tables.
    Basically, there is no reliable database support from SoCal. San Diego is very close to being able to support a local independent database.
  4. Fleet Rules - Board Tenure: In the current rules, there is no flexibility regarding tenure of club handicappers' appointments. There are various factors that could make such flexibility useful to the continuity to the board and/or its programs. Discussion to revise or amend rules to add flexibility to club handicappers' appointments.. Motion to address this need in the development of the new Fleet Rules. MSP

Handicapping - New Business

  1. Obsession (s/n 46815), Dennis Frost, owner: Request to review CT 41. Previously carried SoCal rating of 204/204. After discussion, a new rating of 204/165 was suggested. MSP
  2. Menace XX, (s/n 41463), Dennis Conner, owner:
    By letter, he reported the modification that he had replaced his old boom with a newer, but heavier boom than the original. No need to re-measure the boat. No rating change needed.
    By letter, he requested that he be permitted to sail Menace XX in Class 1 in 1999. No action taken. Postponed to a future meeting. Perhaps include Menace XX with Class 1 review

Handicapping - Fleet Business

Sport boats: It was noted that too few sport boats are competing to justify a separate starting and scoring class. Representatives from two sport boats requested that they be permitted to compete in Performance Class 2 in future regattas: Nemesis (s/n 46777) MSP

B-Nasty (s/n 46453) MSP

Other sport boats may also wish to compete in a Performance Class. It was moved to pre-approve such requests if those requests were received prior to the August meeting, and that the owners or representatives be present at the August meeting. MSP

Owners will be notified.

A committee consisting of Al Poindexter (Chair), Ken Gust, Dan Harlan, Mike Roach, Chris Guild and Geoff Longencker, was established to review sport boat/class breaks for 2000.

 

Officers' Reports

  1. Captain:Review of June 1999 SoCal meeting. Nothing additional.
  2. Secretary:Website phrfsandiego.org has been updated. Race results, standings, roster and local class rules are available. Thanked competitors for attending South Bay Invitational Regatta, and encouraged all to attend Ladies of the Waterfront Regatta in August.
  3. Roster Secretary:Not present.
  4. Treasurer:Distributed monthly budget report.
  5. Handicapper:Nothing additional.
  6. Measurer/Scorer:Announced winners of South Bay Invitational Regatta.
  7. Data Systems:Nothing additional.
  8. Past Captain:Not present.

Old Business

  1. Need to contact SDYC to confirm their continuing support of PHRF San Diego activities and events.
  2. Query re 3 rating system. San Diego has agreed not to implement 3 rating system in 1999. At this time, San Diego has not voted to adopt the 3 rating system. Definitions have been established, but not adopted.

Board of Directors - PHRF So Cal,

PHRF San Diego is most appreciative of the opportunity to host the So Cal Championship Regatta in the year 2000.Initially enthusiasm was high for hosting this regatta, but after careful consideration it was decided in last night's PHRF San Diego board meeting to respectfully decline hosting this regatta. While there were a number of concerns, the main reason for this decision was the scheduling difficulties of incorporating this regatta into the very busy San Diego schedule in the year 2000.

PHRF San Diego wishes you good luck and good winds for your championship regatta.
