1. The meeting was called to order at 7:07 pm. A quorum was noted. Officers and Guest were introduced.

2. June 9 Minutes were received and it was MSP to accept them as written.

HANDICAPPING

3. Old Business:

A: CF_27 (150/150 Area G)

First Reading Review: Active boats:

Midnight Express 57991 Nemesis, 67158

Discussion by skippers and board included review of: SoCal. PHRF failure to initiate Regional Rating Review to

lower base # of CF-27's, local CF-27 Race results, the skill level of crews and skippers now racing, boat preparation, and competition level of the local "C" Fleet. Motion & Second for Area G Buoy/RLC rating of 147/147 (-9/-9). After final discussion and skipper summary's, a Secret Ballot vote was taken. Motion passed.

B. Tabasco 28881, N./M 39, Provisional 21/21. Provisional Rating Review: C.2.b, C.2.e and C2f part 2.)

1. A provisional rating review was initiated as a result of AreaG automatic review policy. In as much as

Tabasco is the only CAROLL Marine 1200 in SoCal, and is located in San Diego, then Section C.2.b is

applicable and the review was done in accordance of C.2.e. After discussion a motion was made and seconded

for a new provisional number of 24p/24p. Final discussion included noting that this number was more inline with IMS data on Hi Five and IT's OK with their present PHRF # and would be more appropriate in standard wind conditions . In light air conditions the 21p/21p was more appropriate. A secret ballot vote was taken, the motion passed unanimously.

2. A motion was made to establish a standard BUOY/RLC rating for Tabasco. The motion was seconded and

was passed. In accordance with C.2.f, part 2 Area G anticipates a second reading vote to initialize the

BUOY/RLC rating at 24/24 at the August 1997 meeting. Area G to request input from Chief Handicapper on

matter.

C. New Business: After Board discussion the handicapper was directed to request in writing from Speedy Gonzolas, (J-92odr) s/m 46092 the dimensions of all Asymmetrical Spinnaker(s) carried aboard and used in recent PHRF races. It was noted that they "sure looked big"! ODR Asy. Spin. Dimensions are: SF=27.15', SMG=25.26', SUG=16.93', SLU46.19', SLE+41.27', SMH=47.87'. (From J-92 ODR rules section 6.5.4 through 6.5.11.)

10. Handicapper- 1. Reviewed for comment SDYC Frazee Series PHRF Ocean Buoy High Point Race, and CCYC/CRA PHRF SouthBay Invitational Regatta. The course format as applied to the current definitions for BUOY and RLC courses was questioned with respect to the SouthBay Regatta. The most current definitions give little latitude in defining what is now considered an ideal Buoy course. The handicapper noted that revisions from the 1994-1995 Rule Book to the1996 Rule book were Class Rule changes, and as such require compliance with Section II of the Class Rule preamble. Nothing in the 1996 So Cal minutes reflects discussion on this part that would be the "change" or new definition.

2. It was noted that PHRF-San Diego's web site is up and operating. Presently it has race results for the Bay Championship Hi-Point Series, 1997 Handicap Meeting summary reports, and some photos of local yacht races. Future things to be posted include Monthly meeting minutes, and the establishment of hot-links to SoCal PHRF and the local clubs.

3. The Scoring Package used by most of the clubs now has a new feature that generates a "text" file that looks similar to the hard copy of the race results. These files are then available for posting on Web sites. ( cortezracing.com and phrfsandiego.org )
