1. The meeting was called to order at 7:07 pm. A quorum was noted. Officers and Guest were introduced.

2. July 14 Minutes were received and it was MSP to accept them as written.

HANDICAPPING

3. Old Business:

A. Second Readings:

Tabasco 28881, N./M 39, Provisional 24p/24p. Establishment of Buoy/RLC (Base) Rating: C.2.b, C.2.e and C2f part 2.

After discussion , MSP for establishing a new BUOY/RLC handicap of 24/24. Final discussion included reviewing race results from North Race Week (97) and the 1996 Championship Regatta Results, and supplemental IMS data. It was noted that this number was more inline with IMS data on Hi Five and IT's OK .

MSP requesting Regional to sustain this action

CF_27 (150/150 Area G) Second Reading Review for 147/147 Area Rating: Active boats: Midnight Express 57991 Nemesis, 67158

Discussion by skippers and board included review of data summary sheet: It was noted that no "written Invitation" as required was sent to the skippers, so all further discussion and voting was tabled until the September 97 meeting. Handicapper to send Second "Reading" Letters.

4. New Business: New Rating:

INVINCIBLE, temp s/n USA 30, N/M 29.

A package with MORC data, race results and other design information submitted by the owner was reviewed with discussion. MSP to start the N/M 29 at 87p/87p.

5. Other Actions: Follow-up on J-92 (Speedy Gonzolas s/n 46092) Asymmetrical Spinnakers

Summary: Skipper Bob Steen as directed had his asymmetrical Spinnakers measured by Ullman Sails. (See Table) Also submitted were:

1. MSP to designate only CLASS LEGAL J-92's as J-92ODR (With small jibs and ODR Kites)

2. MSP to request Regional board to establish class standards as applicable for ODR vs. PHRF J-92's.

OFFICERS REPORTS

6. Fleet Captain- A. MIR issue, change verbage to allow any boat in any class to have the same sa the langest boat in that class.

B. Brought up Tobasco issue to Regional and will bring details to next meeting.

C. We eliminate the ‘Big Boat’ Advisors. Set up committee of 3 specialists that will advise on handicapping issues.

10. Fleet Measurer/Scorer- A. Bay Series done and results passed out

B. No MIR for Area G Championships

C. Class breaks by boat type (funiture/performance)

D. Area G Championships will be under the Old Rules

11. Regional Handicapper- Regional is recommending to do away withthe non-spin offset.

12. Handicapper- Calender costs high and sugest we consolidate to 2 pages for next year.
