1. The Meeting was called to order at 7:07p.m. A quorum was noted

2. The minutes of the July12, 1999 meeting were distributed and approved.

Handicapping

Handicapping - Old Business

Sport Boats - Discussion to place all Sport Boats into Performance Classes by rating, and to disband the Sport boat Fleet for the remainder of the 1999 season. MSP.
Clubs whose remaining regattas would be affected (SWYC and CYC) will be notified.

Handicapping - Fleet Business

Letter from Scott Tempesta to review High Five and Bravura.
Committee formed to review all Performance 1 boats: Al Poindexter, Chair, Warren Gross, Ernie Pennell, Tom Smith, Lowell North. First meeting will be at SWYC on August 23 at 7:00 p.m. Any recommended ratings changes to be effective in 2000. MSP.

Handicapping - New Business
1. Troublespot (s/n 28770) Rating request for Mumm 30. Currently 45-60 nationally; boat was rated 45/45 for Beer Cans. After discussion, Al Poindexter recommended 54/42/42. MSP.
2. Ian Trotter notified by letter his plan to sail SC27 in Bishop Rock Race for high point.

Officers' Reports

  1. Data Systems: Discussion of status of scoring program.

Old Business

  1. Class Break committee report: Developing suggestions to combine classes in such a manner as to increase overall participation per class. The next meeting is scheduled for August 31, at SWYC at 7:00 p.m..
  2. Further discussion that due to potential scheduling conflicts, PHRF San Diego cannot commit to hosting the Championship Regatta in 2001.

New Business

  1. Motion to apply for Independent Fleet Status form US Sailing, with application fee not to exceed $500. MSP.
    Budget committee established: Wayne Coulon, Chris Guild, Ron Trotter, Brian Hull
    Operations committee established: Ken Gust, Mike McGinty, Kathleene Bodine. Tasks include developing an operational organization, setting up a Fleet Office, and developing a Fleet Rules book.
