1. The Meeting was called to order at 7:11p.m. A quorum was noted. Officers and guests
were introduced.
- The minutes of the August 9, 1999 meeting were distributed and approved.
- PHRF board meetings will continue to be held at SWYC until further notice.
Old Business
Fleet Business
Class Break Committee -
- The Performance Class 1 review committee met August 23. Meeting was lightly attended,
but owners were well represented. Few ratings changes were recommended
- First Reading scheduled at PHRF meeting October 11, 1999 (SWYC at 7:00pm).
Second Reading (if necessary) will be at PHRF meeting, November 8 (SWYC at 7:00pm).
- A letter will be sent notifying Performance Class 1 owners, including Scott Tempesta
(new owner of Wahine).
- A note will be posted on the web site.
- It was noted that any rating changes would affect the Yachting Cup, and other regattas
that are attended by out-of-area boats.
New Business
- Standard assignments
Cat 30 Casamar (s/n 57789): No modifications. Assign established rating of 198. MSP
Lancer 30 Seaduced (s/n 46831): Assign established rating of 204. MSP
(Noted that rating is incorrect in database).
- Sport boats
Mumm 30 Trouble Spot: Request by letter to be included in Performance Class 1. MSP
Melges 30 (NAME?): Request by letter to be included in Performance Class 2. Not
approved
- New application
Sabre 34-2 Zandemere (no s/n): Rated 135-141 in similar conditions elsewhere.
Recommended rating of 138. MSP
- Pending applications: boats wanting ratings for Ensenada race, prior to board approval.
After discussion, it was moved that Handicapper Al Poindexter could "advise" of
probable rating decision.
Impulse 26 to Performance Class 3 at rating 132. MSP
Andrews 58 cruiser Fantasia to Performance Class 1 at (-6 or -12?). MSP
Fleet Business
- Al Poindexter reported that he had attended PHRF SoCal meeting to present PHRF-San Diego
letter of withdrawal. This was not well received, although SoCal may need a dues increase
if San Diego withdrew. Withdrawal provisionally accepted, while good continuing relations
among the entities were stressed. SoCal suggested we still plan to do 2001 Ch'ship
regatta. Withdrawal of PHRF-SD is not a board decision, and must be submitted to the
PHRF-SD membership for approval.
- SoCal scheduled First Reading for Soverel 33. PHRF-SD should also consider reviewing
Soverel 33. If done, we should complementarily review Olson 30.
- New boat factors being considered, resulting new criteria used to establish ULDB
numbers. ULDB number will be different on certificates.
Officers' Reports
- Captain:Wayne investigated membership in US Sailing. Need to submit application with
$325 fee (based on # boats in fleet). Membership includes manuals, instructions, and
guidance from US Sailing. Proposed to submit for year 2000. MSP
Regatta liability insurance available for regattas sponsored by any member entity ($315/yr
for $1m coverage). PHRF-SD does not per se sponsor regattas. This is done by area
YC's. Care needed in wording of regatta announcements, esp. PHRF-SD Ch'ship regatta.
Insurance premiums for officers and Directors are quoted individually.
Budget committee needs to meet to discuss expense of separation.
- Secretary:No report.
- Roster Secretary:No report.
- Treasurer:Budget status report distributed. No expenses 2 months. (NB from Fl
Capt: need to review 2000 budget plan as proposed fleet is ~270 boats @ $30 = ~$8,100 for
operations).
- Handicapper:Need decision whether to do PHRF SoCal Ch'ship regatta in 2001. We will
do and need to develop club sponsor(s) and (preferably) schedule feeder races.
- Measurer/Scorer:No Report.
- Data Systems:Ken distributed current fleet roster for review. Please report any
corrections to KG.
Ken distributed provisional bylaws. All to review proposed changes.
Renewals: ask SoCal to print certificates & renewal applications. Forward all to
PHRF-SD. Update our records first, then PHRF-SD will mail & return applications to
SoCal. Possibility of splitting mailing costs.

- PHRF-SD Ch'ship Regatta: worksheet of action items and sample SI's were distributed.
Discussion of regatta format as one day/3 races. MSP
RLC will be non-spinnaker only and 1 race only.
Need to delete Sect 1B 5-race rule?
- Discussion of Bishop Rock Race. Time limit too long. Eliminate boats w/hdcp >162. Not
a good venue for High-Point participation. Recommend to 2000 High-Point committee that BR
be eliminated as a HP race. Committee formed to designate High Point races for 2000.
